You will find these "Little Souls" all over South America. Many serve as memento mori to those killed in traffic accidents.
Mainly, but not all, roadkill. Round 2000 they have started appearing on Curaçao island as well, probably imported by the influx of Colombians. Most appear on the spot along a road where a mortal traffic accident must have taken place but we also found them on beaches to commemorate fishermen or other sailors. Just like all those other shrines, you can pray there and ask for favors. It can't hurt, except for your knees.
